The project aims to improve decentralized and digital education governance in Lebanon by enhancing institutional capacities, communication structures, and promoting gender-responsive governance. Focus: The consultancy falls under Output 2, which emphasizes gender-responsive, target group-specific capacity development in education governance. Objective: Contribute to the module goal: improved decentralized, digital governance in Lebanon s education system. Key Indicator: 84 out of 120 participants from educational institutions (21 men) confirmed that training improved communication and decentralized management efficiency. Output 2 Indicators: - One gender-responsive capacity development needs analysis completed in collaboration with MEHE, 4 REOs, 9 schools, and other stakeholders. - 120 people (30 men) complete MEHE-certified training aligned with institutional and gender-transformative goals. - Reference to earlier training (20 participants) under GIZ SUFA project (2019-2024). Work Packages: 1. Needs Analysis (WP1): - Conduct an analysis of gender-responsive capacity needs at MEHE, 4 REOs, and 9 public schools. - Focus areas: leadership, crisis-responsive management, administration, communication, digital skills, and gender equality. - Gender-responsive: considers specific needs of men and women, especially in leadership roles. - Crisis-responsive: addresses risks like conflict, unrest, and climate change. - Coordination with stakeholders; MEHE selects participants; minimum of 2 participants per REO and school. 2.
